These limits never reset. Once the dollar amount is reached, the proxy key is permanently restricted.
These limits instantly block traffic (429 error) but automatically reset to $0 at the end of their time period. For example, a $10/minute limit caps your spending for the current minute, and resets the moment the clock rolls over to the next minute.
